I certainly agree with Trevor Bolin that the Site C project is being mismanaged. The promise by Mr. Bolin and Dan Davies that the Milburn report will be made public, presumably promptly and unredacted, is likewise welcome.
Mr. Milburn apparently has not had the critical advice that a small team of fully independent geotechnical engineers could provide, however. We’ll still be at the mercy of basic information being assembled by BC Hydro, whose record to date on costs, demand, geology, and even interest rates has proven so disastrous.
I agree we’ll probably need the power—in 2040 or 2045. But in investment, timing is everything. Flat demand, cheaper supply alternatives and huge current surpluses give us the time to pause and make sure the dam can be built safely and at acceptable cost.
